The description was not exact :/

"This set comprises the appropriate silver political style eagle and the NPEA HJ diamond for that organization. Both pieces have the pins fully intact. The finish is untouched and uncleaned. The eagle is RZM proofed. An extremely rare set of insignia."
 
nor is it a cap badge as shown by the period source via Jo :scot
The source i added a few posts back, around 1933 or so, refers to it as a HJ-Brooch, a non-official brooch for boys and gilrs, allowed to be worn by anyone, not a cap badge. And of course it is also found on belt buckles as well, as we know from photos and period catalogs. More likely than not a pre 1933 item that died out after the NS took control and the HJ was re-shaped ..(zäh wie Leder, hart wie Kruppstahl & all that...)
