Appears to be a name tag and includes the Fahnlien number. Not RAD but D.J. when shown this way. This is an early number being in this configuration 2/1/100.

Yes, as Darin says, the tag is showing a Jungvolk unit. I have no idea what the item is trying to be and obviously neither does the seller but it's clearly not a scarf.

I wonder about the size of the whole item.
The price seems ok - if you are Swedish
(I tried once, but could not open an account there from outside Sweden)
I have a similar name tag. The black border measures 5cm x 2,3cm
