Looks like an NSKK brownshirt with incorrectly added HJ insignia.
 
A very odd assortment of insignia. Only the Riechsjugendfuhrer wore collar tabs on his uniform. Assembled by someone that knows very little about H.J. uniforms IMO.

Welcome to the forum 1963rivera. I agree with others that this is NSKK with added insignia of the HJ
 
Hello 1963rivera, welcome.

The collar-patch is not according NSKK specifications at all, but merely tends to SA.
If they are originally stitched is a question for me, but the type of stitching does not look okay!

Furthermore: the number 364 is not listed with any of the official SA-lists. It is neither a number which
one had listed amongst the NSKK-numbers (as far as I know). For NSKK the number and letter-combination
should have been as for example 9/M86 or 14/M376.

364 is a number for the HJ, but the HJ did not use collar-patches.
Someone has messed around to make the brown-shirt look nice.
