What is the use for this strap/rank?

Yes, as Darin said, this is Bann L München (see the listing for Gebiet 19 Hochland). The "L" stood for "Leibstandarte". The piping looks to be white so this is an SRD Gefolgschaftsführer strap. With that in mind, the button number is an impossibility because the SRD did not have Gefolgschaft numbers that high.

Normally, SRD Gefolgschaften had the number 1/(Bann number). Any further SRD Gefolgschaften within a Bann had to be authorised by the RJF so maybe 2/(Bann number) but certainly not double figures for an SRD Gef. SRD units could also be Schar size (split further into Kameradschaften) as was the case with 134 Plauen but the matter of the shoulder button is unclear from the regulations for these smaller units but the SRD regulations from 1942 state:

"Je nach den örtlichen Verhältnissen in den Bannen umfasst der Streifendienst entweder einen Standort der ganzen Gefolgschaft oder mehrere Standorte mit Scharen oder Kameradschaften".

"Taking the respective geography of the Banne into consideration, the SRD covers a locality either in Gefolgschaft strength or numerous localities in Schar or Kameradschaft strength respectively".


This was mentioned in the original RJF order from 1939 that ordered all Banne to raise at least one SRD Gefolgschaft so we have to assume that Plauen also had one but that it was split into Scharen due to the geography of the Bann. The regulations state that SRD members were not allowed to be part of another organisation so theoretically at least those boys in Reichenbach would not have worn button 32 on their shoulders but rather "1". I don't know for certain about that particular location of course but it wouldn't be the first time that something irregular happened if they were indeed wearing the 32 button.
