to be perfectly honest im not sure what the differance was or even if there was one

The large one was for the hat (shown on an RZM price list). That list doesn't show the small version but my thinking is that the small one may have been for wear on civilian clothing. It's a pre-RZM badge (I know because I used to own it ) so it might just be simply down to the fact that a certain maker just made small ones.
