This is the officials'/participants' badge for the finals of the 1939 Reichsberufswettkampf (national trades competition) which that year were held in Cologne. It was a joint effort between the HJ and DAF held between 1934 and 1939 with a final Kriegsberufswettkampf being held in 1944. You'll find a few more of the badges including others for different years on the forum (plus lots on the competition). Very nice badges.
