HJ knife flat rivet heads - bad sign?

Hi guys I have been looking at alot of knives recently and have noticed some rivet heads can be slightly flat on top, is this a bad sign or normal? This pic shows a knife I was very keen on but is tampered with or original? Also there is no date that I can see.

Flattened rivet heads can be caused by normal wear and tear, incorrect size of rivet dolly during handle rivetting, stuff like that. Whether this damage was done during the TR period or after it is the question (obviously!). Flat rivets wouldn't bother me if the knife is in otherwise good and original condition. Edit: ....which it is.
