This is -or is what I guess- an early HJ Gruppenführer named Meisel. I think this is quite old, could anyone confirm?

Afrika Korps paratroop smock?

It looks like a paratrooper smock but I think it is just a bluse who goes a bit too tight. I think this photo is very early (on late 20's) or before 1933. He wears aswell a rare cap what could have in front the old arbeiter-jugend insignia. Behind the photo say he's a Gruppenführer wich is an old rank (I think the late equivalence was a Scharführer), I read somewhere on Landjahr they keep that rank. But want to know more opinions!
 
IMO a sort of Arbeitsrock and may be it is an outfit that comes from another youth movement. Look at this picture (early 30s), tunics look similar to that of your photo.
