I just won this photo on Ebay. Appears to be an NPEA member with a Flakhelfer breast eagle on his winterbluse. I've never seen this insignia combination before.

I have seen it once before on Mil 321 ... Good eye Daren.
 
The small badge looks to be the DLRG small pattern badge .

Nice catch ! . This combination does not surprise me. The NPEA triangle worn comes from the school of Naumburg.
From 1944 and especially in 1945, the NPEA pupils have been used everywhere in the Reich to reinforce the defense.
For this reason, they wore the dog tag when they were on external mission.
