Yes he is. Maybe a local boy visiting the camp? Wearing of Lederhosen with the uniform were not allowed.

Nice photo with interesting details:

- one boy wearing sandals

- long dark and short gray socks

- uniform sleeves rolled from outside and in

Was there an official regulation that wearing Lederhosen was not allowed in Jungvolk and HJ? Also in southern parts of Germany and even in Austria? Where and when and more interesting why was this published? Does anyone know details? Thanks!

Yes, they are noted in regulations as being prohibited Christian and are mentioned within a section of the regulations governed by:
Reichsbefehl RJF 39/II 12.11.37 (supplemented by Reichsbefehl RJF 6/III 18.2.38) and Reichsbefehl RJF 5/IV 10.1.39:

'Das Tragen von Lederhosen bzw. Trachtenhosen ist verboten'. One of these regulations mentions the Lederhose specifically but there is no further breakdown unfortunately. We can be sure however that they were banned sometime between 12.11.37 and 10.1.39.
