The front of ID cards was stamped by the higher formations which were the Obergau (JM and BDM) or the Gebiet (HJ and DJ). You can see the word "Gaustempel" on the front of this girl's ID card directly beneath "in der Hitler-Jugend" to show where the stamp was to be applied. Male versions have "Gebiet" there. The inside stamp over the photo in the case of that girl is the admin department of Untergau (74). The Untergau is one level below the Obergau but I have seen stamps in that position from lower formations like Stamm, Jungstamm, Unterbann and also Gefolgschaft (and equivalent).
