If this eagle was the symbol for Bensberg, I have no idea, but it is
anyway the eagle-form as in use from October 1933 and as such
by state-organizations. You can find the symbol for example on
car-pennants for the German police and enemaled wall signs from
that period.

Here also an eagle which was sold at a dealer.

Such eagle was merely used with state organizations, as for example
forestry. Political organizations did not use such eagle normally, but
I know a photo from an early NPEA-institution where it looks as if such
eagle was worn (the date was around 1933).

Hello,

no, it's not the emblem of this school.
Here is an excerpt of the regulation regarding admission requirements for the NPEA Bensberg School.
You notice that the stylized eagle is clearly visible.
However, this kind of eagle is not exclusive to the institution of Bensberg.
All schools used the same layouts.
As Wim said, this eagle was used for all official party organizations.

Best Regards
Eric
