I haven't seen one of these before but it's not a HJ item. What is it though? Großhennersdorf is in Sachsen so this won't have anything to do with Volksdeutsche (Deutsche Jugend) outside of the Reich at that time. The only thing that makes sense to me for that period 1933-35 is that this has something to do with the boy's membership of a religious organisation. The title of the boy in question might give us the answer. It seems to be "Jugend........" but I can't decipher the second part of the word.

i obviously don`t know much yet about id cards/membership Cards.

Jugendbruder= youth brother(google translator)?
i collect german id/membership Cards (many not miltary at all) from 1930-1944, but i took a chance on this to see if this had anything to do with HJ.
 
Jugendbruder is "word by word" translation youth brother (Brother = Masonic Lodge Brother or Brother in Arms)
In the early HJ days, the term Geeinte deutsche Jugend (United German Youth) is often used as a term for the youth organisations united in HJ.
