Fantasy. There is a possibility that these are being pushed because of the batch of fake dies sold in 2012:

As you'll see, one of the dies is for the rifles on the HJ and DJ shooting badges respectively. It's possible that some idiot decided that this was a separate award, had some made and then stuck some stickpins onto them.
