in my opinion, no. The HJ Ehrenzeichen was a prestigious award that could not normally be awarded for any other reason than membership of the HJ prior to 2.10.1932 (latitude on that date was later afforded certain countries: Memelland, Poland, Lithuania and a number others) but it was still a prestigious badge with a single purpose and its presence on an RBWK Reichssieger award like that one is nonsensical. The 1936 RBWK Reichssieger recieved a first pattern Reichssieger badge.
There is obviously a connection between Königsberg and Bernstein (amber) but as I say, the placement of a HJ honour badge into a blob of amber makes no sense.
