This does not appear to be an RZM approved cap. IMO a civilian cap. The tag inside is interesting however. It could be a non regulation cap that was used in the period. Does the buckle have an RZM mark on it? Also RZM caps normally have a quilted lining and metal "grommets" for the buckle. There are others here that know a lot more about headgear than I do, hopefully they will comment.
 
My personal opinion is that this cap originally was an early 1950 "Jugendmutze" , with the original black leather brim that surounded the visor removed , then a strip of dark blue wool added around the visor to simulate a Hitlerjugend wintermutze .
