The design is of the Jungvolk , however; I have never seen one manfactured from Green Hbt material . The ones I have seen are made from black wool

like tell JOe ,the design is of the JV but the material is not correct .
Maybe a pre-33 organisation (not NS) like Pfadfinder .

Pre 1933 organisation jumps to mind,
but no specific one.
But why is there a NS eagle stamp?
Maybe someone tried to pimp it?

Sorry, but the shape of the Jungvolk Schiffchen is totally different.
Wrong material, probably fake stamp... I do not think this is anything authentic DJ or HJ.
