What is this? A huge Belt Buckle or some type of shield? Who would wear this?

I have the black cardboard box it was stored in, albeit pretty sad shape. Any help would be appreciated..

It is an NSDAP Political flag bearers gorget .

It's a gorget. Not my area but I think that this type was worn by NSDAP political leaders. It is missing the chain.

And yes, this is indeed a gorget for political leaders carrying a flag
(Fahnenträger), missing the chain. When looking for a chain try to
get one with the same numbers on the link. It is known gorgets can
have links with another number.

This type of gorget was not earlier mentioned then with a regulation
from April 2, 1939. About the same type another gorget for political
leadres came into being, looking the same (but smaller eagle) and with
the word Streifendienst.
 
I actually have the chain... It was separate and I didn't know it went together. It has swastikas on the individual links, but the chain is not complete. It is missing the end loop and has 21 links. Now I know they belong together, thanks!

I see M5/8 or so. Normally these gorgets are not marked like this, but should have the M1
code as does the chain have.
M1/17 = F.W. Assmann & Söhne from Lüdenscheid;
M5/8 = also Assmann.
I do not know why Assmann marked the shield as M5. Possibly a mistake."Monday"-morning,
not slept well or drunk too much beer or Schnaps. Who knows? I haven't seen this before!
