Hi,

It's certainly an original old lanyard, but not an HJ.
Even back then, whistles were not only made of bakelite. I have an inherited police whistle from the 20s (?) from my great-grandfather, made of a tinny metal, without a ball. And beautiful wooden whistles were also available in the thirties, as you can see here on the Scharführer lanyard.

The lanyard might be SA with the colour "dark wine red" corresponding to Ostland/Westfalen. Including the loops the SA whistle lanyard measured 29cm. Is yours around that length?
