The number on the banner looks like 316 and could be a Bann number. Bann 316 is Passau in Süd/Bayrische Ostmark.

Many German towns have a lion in their coat of arms, including Passau.

The lion in the coat of arms of Passau is a "lion rampant", that is a lion depicted in profile standing erect with forepaws raised. The position of the hind legs varies according to local custom: the lion may stand on both hind legs, braced wide apart, or on only one, with the other also raised to strike.

The lion is common in heraldry. It traditionally symbolises bravery, valour, strength, and royalty, since traditionally, it is regarded as the king of beasts.
