I'll try to find evidence but I would say definitely yes. At the very least this Bann would have had Feldscherscharen and if it had enough of those (which I don't doubt) a Feldschergefolgschaft would have been raised. There was usually just one within within a Bann. I haven't yet come across a Bann that had more than that number.
