A rare and interesting document, unfortunately I don't know how to translate "mischling" exactly into English (besides it's not me who translates but Google!). It is explained that the person who applies for entry into the Hj is a
"mischling grade 2" and therefore cannot enter as a member but can nevertheless do so as a "Gast mitglied" ( guest member )

Yes, interesting document. The rules on mixed-race (in the sense of the Nürnberger Gesetze) changed in 1941. From then on his grade of "Mischling 2. Grades" (maximum one jewish grandparent) meant that for mustering purposes he was to treated the same as children who could trace their lineage to ethnic german grandparents. For mixed-race boys and girls entering the Jungvolk/Jungmädel at 10 the 1941 rules state that they were mustered normally. For older children this also applied but usually they would be held back (bereitgestellt) to allow ethnic german males and females to complete their compulsory youth service first. If there were enough Hitler Youth leaders to take on the complete contingent for that year then the mixed-race kids would also be inducted according to the 1941 rules. With all of that in mind it looks like the person at Gebiet-level whose assistance was requested was not fully aware of the new rules or indeed there was something else going on.
