Yes, that's right Norku. This was due to a 1937 order which forbade the accommodation of BDM and JM in tented camps on health and hygiene grounds. Instead they had to be accommodated in youth hostels (Jugendherbergen). The order which stipulated this was issued by Stabsführer Lauterbacher on the 23rd of July 1937 (effective from 1.9.1937).
The only exceptions to this ruling were BDM/JM leadership and sports courses and even these were very strictly controlled and would only be authorised if the application could show that it was impossible to hold them in a DJH. Applications had to be made in writing to the head of the Gesundheitsamt within the RJF and the final decision was made in consultation with Stabsführer Lauterbacher and BDM-Reichsreferentin Rüdiger.
