Yes, they are the heraldic symbols for Neheim and Hüsten respectively.

From January 1941 to December 1974, the two parts formed one town, Neheim-Hüsten. From this period you have caught the united coat of arms (a so-called impalement), Michael. After that time it was already over again, and the town was incorporated into Arnsberg. The whole thing is situated in the Hochsauerland district.
