Yes, I would think that those are cotton tassles on his swallows' nests which would make him the leader of either a Spielmannszug or Fanfarenzug. It can't really be seen on the photo but there will be a cotton "Tresse" or braid at the top of the tassles.

Nice to see him wearing the two RBWK badges. I wonder which level they were?
