Interesting Authorization card for referees. Funny that it´s first filled in with information for a Horst Wendt in Bann 256 and then replaced with a Willi Meyer in Bann 164. Wonder if it was for financial reasons that a new card wasn´t used?

It may also be that something went wrong when the referee card was issued, like this: Um, crap, now I slipped in the line, wrong name - so correct it. The number has remained identical and perhaps these forms were in short supply during the war. Just a guess. It is unusual in any case.
