BDM JM Wimpel pennant questions

I've acquired this and would like to know more about it. It appears there's a few different types about. It's got it's rmz paper tag on still.
What are your thoughts?

Indeed. Initially this colour combo was BDM but later became JM. The pennant looks to be unfinished. One side of these pennants was allowed to have a design and it looks like this one hasn't yet reached that stage for some reason.
