That looks to be a very nice DJ Jungzug pennant (representing three Jungenschaften so around 50 boys). As with the Jungenschaft pennant in the other thread, these too were permitted to have an individual design on one side. The bird looks similar to the Reichsadler of the Weimar Republic but that's as far as I can help. The Jungzug pennant was removed from the list of authorised flags/pennants in 1935.

Would it be possible to see the other side?
