This is probably only the third of these that I've seen and all were from the early to mid-1930s. They were all for Gefolgschaftsführer (and equivalent) up to Bannführer (and equivalent). I can see mention of Führerausweis and Führerbuch in the old regulations but I'll need to go through them properly to see if I can find out whether your type was phased out at some point or changed. The authority to promote someone was different according to the rank. Lower ranks could be promoted by a Bannführer for example whereas the Gebiet could promote higher. The highest ranks were handled by the RJF Personnel Department directly and I'm thinking that the book you show is for that use. Once promoted, this chap would have sent his leader ID into the RJF where the entries were made before they sent it back. I'll have a look tomorrow when I have more time
