For me it's a boy too. Strange that he was accepted into the young people with this hairstyle. He will not have had the hairstyle for a long time.

The hair she wears is according for girls.

I think it's a girl perhaps wearing her brothers uniform for a photo op. Great pic that would be a good project for restoration
