Hi I based in the Uk and its been suggested this may be a H.J comemorative badge celibrating W.W1 aviation????any opinions please

The symbol is the sign for a Gruppe respectively Heeresgruppe (1933-1939) and
the Armee-Oberkommando (AOK, 1939-1945) and Kommandierende Admirale.
The symbol is the command-flag and used in a specific form as a traffic symbol.
and was up to 1918 used by the Reichsheer and Reichsmarine.
It has nothing to do with aviation!
