Indeed, there is an RJF announcement about the HJ Lottery in Verordnungsblatt der RJF Nr 5 dated 13.4.1933 stating that its purpose was to raise funds for leadership courses, training courses, accommodation, offices, libraries, equipment and materials. Basically, funding to allow the HJ to continue to grow at a time when funds were very tight.
On the reverse of that ticket it says that there were 800,000 tickets in total for that draw. I wouldn't think that very many of them survive today and it's an attractive-looking item that would look great in a display but yes, 250 seems very high.
