Does anyone know if the numbered HJ achievement badges were issued in a cardboard box or paper envelope?

As far as I know, all HJ and DJ achievement badges came in a paper bag.
Thanks for the reply. Here is why I was asking the question as I have seen the envelopes (not numbered) and have never come across one of these with a box.
