Agree the canton panel looks odd. The photo is not very detailed but strange panel on this one.
I was doing some searches for WWII flags and it was just one of the images that came up.
While looking for a better pic, I ran across this too...I don't know enough about these to know what is right or wrong.

The photo of the flag that started this thread is in my opinion a copy of a regulation Rzm flag . The photo below is a pre regulation early flag possibly made around 1934-35 that utilized local and regional standards , not national Rzm regulation standards .
The banner itself I cannot say based on these pics, but the canton/corner patch is Sturmabteilung in design detail....there are many loose patches kicking around after the death of a Canadian collector who had nearly 300 loose examples, collected over a period of 50+ years...
