See my HJ Golden Honour badge by Hoffstätter RZM 15 issue number 30588, it is not on the list.

Yes, unfortunately not on the list yet but these badges were usually issued in batches to a particular HJ-Gebiet. From the badges surrounding yours it looks like it was likely awarded to someone within HJ-Gebiet 9 Westfalen. Hopefully something will turn up in the future that confirms this and puts a name to the badge.
