Paketkarte sent from NSDAP Reichslager Bamberg to "den Leiter der Verwaltung HJ Gebiet 21" 1943. I guess that was Friedhelm Kemper.

Kemper was the Gebietsführer. I don't know off-hand who the Leiter der Verwaltung was then but I'll check my stuff.

Yes, it's technically true that Kemper was Gebietsführer Baden from 1933-45 but it's worth noting that between Nov 1939 and 1.1.1942, a total of four k.-Gebietsführer kept things running during the two periods where Kemper was with the Wehrmacht.

I'm looking through my stuff now but as yet I've not been able to establish who the "Leiter der Verwaltung" (more correctly: "Leiter Hauptabteilung VI") was.
