I have this Hitler Youth training course card for young people who did not belong to the Hitler Youth.

How did it happen that HJ had courses/training for young people who were not members of the HJ?

Of course, we do not know this specific case, but it is obvious that this young man was not allowed to belong to the HJ for racial or citizenship reasons, but was already considered worthy enough to risk his head for the Reich in the war. This even applied to Jewish half-breeds and other minorities. (Confidential decree of the JFdDtR on the compulsory youth service of Jewish half-breeds, 18.10.1941).

An interesting document that shows the contradictory nature of the HJ leadership in their claim to control all the youth. Thank you for showing.

There where also other NS youth organizations who followed the training courses, as you can see in this photograph of a Flemish NSJV member wearing a HJ Leistungsabzeichen and a HJ dagger.
The cards would have been used for them as well.
