Reichsführerschule RFS question

The special Reichsführerschule breast insignia has always intrigued me . I am seeking information on the criteria of said qualification .

Was there a certain rank that an HJ member had to achieve to be considered for the school . Most photos I have seen , the person was at least a Bannführer . I have never seen a photo of an HJ member wearing the RFS insignia with the rank of Gefolgschaftführer .
