It's a little hard to read, but the manufacturer is Hugo Köller, who was known above all for high-quality gardening tools (especially pruning shears).

You can see the lily for the Boy Scouts.

Hugo Köller was indeed based in Solingen before and during the TR but as far as I can tell he never held an M7 licence. This is a moot point though because obviously this is a post-war knife. Exactly when it was manufactured is an interesting avenue to explore but I can't help.
