Is this 1938 HJ Tinnie associated with an event or is it a fund raiser? I’d appreciate any information on it.

As far as I know, it's the badge for the Youth Festival June 1938 - and it comes in two editions - a round one and a shield-shaped one (like yours).
What the difference between the two badges is, however, I do not know.

Was this a country wide festival or was it an event at a specific location?

FYI...the round version was issued in metal and pressed paper. I have seen the pressed paper is brown and reddish-brown.
