It reads Reichs-Berufs-Wettkampf (i.e. competition) der deutschen Jugend.
In case you are wondering what month the Heumond (Hay Moon) is - it's July.

If my finances weren't very poor, I think I would collect Tinnies....

Congratulations, you have great pieces.
I have collected many things over the years. Some cost a lot and some not so much. You may be able to start collecting tinnies yet. HJ, SS, and SA are the most expensive.
That being said there are many others out there that are little works of art that you might like. And then there are many HJ, which are my favorite, that aren’t too expensive. Maybe starting out at about $25 USD.
They may not be the best quality but the history and beauty are still there. As your financial situation hopefully improves you can be more selective in the pieces you collect.
Save up and buy as you can afford them.
