Yes, very nice tinnie thank you for posting the photos. Just when you may have seen most HJ tinnies out pops another one your have never seen. A question for you, what makes this a HJ Leader badge?
 
What is the purpose of this badge? To be awarded to someone in bann 223? Or is it a proto-type badge? Id love to know more about them
 
Not a leader badge, unless there is proof for that which I seriously doubt. Otherwise it's a normal tinnie for an event in this Bann.
 
To be honest I really haven’t researched it yet. The seller called it that. I would GUESS it was issued or awarded to leadership members of the HJ.

I have checked all of my reference books and tend to agree with you. Trieste shows it with out information. Other sources show it in the hollow backed version and list it as a Bann event badge.
I wonder why one is pressed and hollow and mine is heavy medal (brass?)
 
No, not a leader badge. Definitely not. It is a shame that they didn't have more information on the event put on the badge but it's a nice design anyway.
