Hi

Found this in a HJ collection but cannot find any references to it, so dont even know if it is HJ. Any clues from anyone?

Looks like a scouting badge of some type to me as well. Christian might know it's origins and use, he's really good with the scouting insignia.
 
I have never seen this one. And it does not even ring a bell.
So at least not German in my opinion.
Might be from Boy Scouts of an other country.
Sorry to have no better information this time.
