I think it is what in German is called "Treffenabzeicen" (Meeting badge) or "Tagungsabzeichen" (Conference badge), to commemorate the meeting in New York on the "Deutscher Tag" (German Day) in 1935.

VDG was one of many German-American organizations in USA.
