The name is Herbert Kreischer, from Morbach.
Bann 323 stands for Bann Kaiserslautern, in Gebiet 25 (Westmark), Obergebiet West.
Fähnlein 17? The stamp mark confirming the Pimpfenprobe gives it away. You can see a ...lbach. So it's probably Deuselbach, the only fitting name near Morbach.
