Foreign HJ - Please help identify

Hello all,
Again I have found this photo and didnt think much of it, until I looked in detail. They seem to have arm triangles like the HJ and looks to be from the 30's period? Can anyone at all help me identify who these boys are and from what country. Photo is printed on Leonar paper and is in postcard size.
