I have this photo and im stumped by it. The people in the background are definitely European so this must have been a visit to Germany etc. Any help identifying anyone or extra info on the photo?

It is my guess these guys are in Germany for visiting the annual Party Day from 1938 at Nürnberg.
A group of Japanese youth leaders were attending. One of the guys with glasses looks to be as one
from a photo I used in my article about "German-Japanese Youth Exchange Badges", published in 2005.
 
I think you can see the same guy (glasses) in the centre of this photo too:

Just looked at the other photos and its definitely the same marine leader!
