Scouting movement definitely due to the Fleur de Lis but "JHE" is unknown to me and I can't seem to find anything. Christian is a scouting specialist and may well be able to assist further.
 
One can hardly find anything about it, but it is supposed to be the group "Jugend für Heimat und Europa/Youth for Home and Europe". This must have been a very small and short-lived organisation.
I only found online that the group applied for approval and financial support at the Ministry of Labour and Social Affairs in Nordrhein-Westfalen in 1952. So we have a local (apparently Rheinland) and temporal background (Source:
Landesarchiv Nordrhein-Westfalen. Abteilung Rheinland, NW 0041, 528).

I really hope Christian knows more about this, because these organisations are mushrooming after the war. There are 22 listed in this Nordrhein-Westfalen inventory book alone.
