not sure whether that is an 3, 8 or a 9 but depending on which one it is here is the unit location:

The unit belongs to Bann 75 Bremen. More specifically:

Gefolgschaft 3/75 Bremen-Horn-Oberneuland
Gefolgschaft 8/75 Bremen-Kampfbahn
Gefolgschaft 9/75 Bremen Altstadt-Herdentor

I agree with Garry. Bann 75. And for me, it's clearly a number 3. The beautifully written word ‘Gefolgschaft’ in Antiqua could indicate the 1940s.
