I have tried to find a similar banner to mine, but have not had luck. It appears never to have had ties. Instead, it has a bunting as with a wall banner. It is double sided.

As you noticed, in that configuration it couldn't function as a fanfare banner. If period, it could be a podium banner. What size is it?

It looks period to me, but defiantly a non standard banner. Of course with flags in hand inspection is always best to be sure, but so far I like it. As said by Garry not a fanfare banner but something else.

The banner measures a little over 23"x27" not including the fringe. I added a couple more close-up photos.
